В статье на основе оценки современного состояния и использования земель сельскохозяйственного назначения и их территориальной организации обосновывается необходимость проведения работ по планированию использования и охраны земель на основе схем землеустройства на уровне страны, субъектов Российской Федерации и муниципальных образований и организации их рационального использования в порядке разработки проектов внутрихозяйственного землеустройства сельскохозяйственных организаций. В сельском хозяйстве страны не используется свыше 50 млн га сельскохозяйственных угодий, посевные площади сократились более чем на 40 млн га, свыше 70% сельскохозяйственных угодий подвержены различным негативным воздействиям; отсутствует научно обоснованная организация территории сельскохозяйственных организаций и крестьянских (фермерских) хозяйств. Нет достоверной информации о количественном и качественном состоянии земель, их использовании, правовом статусе и местоположении неиспользуемых сельскохозяйственных угодий, неоформленной и невостребованной долевой земельной собственности и др. Для решения задач рационального использования и охраны земель сельскохозяйственного назначения необходимо разобраться с этими проблемами и затем определиться как, где и какими методами их решать, то есть необходимо использовать механизм землеустройства, включающий, в соответствии с Федеральным законом «О землеустройстве», изучение состояния земель, планирование использования и охраны земельных ресурсов на уровне страны, субъекта Российской Федерации и муниципальных образований. Основой проведения этих мероприятий должна стать полная инвентаризация земель сельскохозяйственного назначения, что обеспечит получение достоверной информации о фактическом количественном и качественном состоянии земель и их правовом статусе, характере процессов и факторов негативного воздействия на землю, влиянии состояния земель на эффективность производственной деятельности, соответствии уровня эксплуатации земель их природному потенциалу, о состоянии организации территории сельскохозяйственных организаций, необходимости оптимизации состава угодий, возможных и целесообразных направлениях устойчивого ведения сельскохозяйственного производства.

There is no reliable information about the quantitative and qualitative state of the land, their usage, legal status and location of unused agricultural land, unformed and unclaimed equity of land ownership, etc. For the solution of problems of rational use and protection of agricultural land is necessary to deal with these problems and then decide how, where and what methods to solve them, it is necessary to use the mechanism of land management, comprising, in accordance with the Federal law «On land management», study of the status of land use planning and protection of land resources at the country level, a subject of the Russian Federation and municipal entities. The basis of these events should be a complete inventory of agricultural lands that will provide reliable information about the actual quantitative and qualitative status of the lands and their legal status, the nature of the processes and factors of negative impact on the earth, the influence of soil quality on the efficiency of production activities, according to the level of their natural potential, about the organization of the territory of agricultural organizations, the need of optimization of the lands, and appropriate directions for sustainable agricultural production.
