Статье рассматриваются земельные отношения, которые немыслимы без государственного их регулирования, без разработки и реализации мероприятий, способствующих развитию эффективных форм земельной собственности и хозяйствования на земле, без создания эффективного земельного законодательства, а также анализируются проблемы развития земельных отношений в аграрном секторе как совокупность отношений, возникающих между субъектами земельного права по поводу владения, пользования и распоряжения землей, как ограниченного природного ресурса, как всеобщего труда и средства производства.

The article examines land relations, which are unthinkable without state regulation, without the development and implementation of measures conducive to the development of effective forms of land ownership and land management, without the establishment of effective land legislation, as well as analyzes the problems of development of land relations in the agrarian sector, as a set of relations arising between subjects of land law regarding the possession use and disposition of land as a limited natural resource, as universal labor and means of production.
