В течение десяти с лишним лет, опыт плодотворного сотрудничества госорганов, научных учреждений и органов фермерского самоуправления, к сожалению, не развивался, игнорировался, забывался. Возникала даже конфронтация бывших союзников. А в результате, стали побеждать силы «торможения». Только во второй половине «нулевого» десятилетия возник новый пример или факт трехстороннего сотрудничества в процессе разработки Приоритетного национального проекта «Развитие АПК». Значимым его результатом стали реализуемые по сегодняшний день программы Минсельхоза: «Начинающие фермеры», «Семейные животноводческие фермы на базе КФХ» и «Развитие сельскохозяйственной потребительской кооперации». Две из них признаны как успешные, а третья только начинает набирать обороты.
