    <p>В статье проведен анализ применимости традиционных подходов к оценке для определения арендной платы за пользование земельными участками, находящимися в государственной и муниципальной собственности. Обоснована авторская позиция по структуре и методике расчета ставки капитализации в методе рекапитализации доходного подхода к определению арендной платы. Введено понятие условно рыночной стоимости и показано его использование для расчета арендной платы публичным собственником земельных участков.</p>

    <p>The article analyzes the applicability of the relevant approaches to valuation for determining the rent for the use of land plots in state and municipal ownership. Author's position is justified on the structure and methodology of calculating the capitalization rate in the method of recapitalization of the income approach to the determination of rent. Introduced the concept of conditional market value and shown its use in the process of calculating the rent by public owner of the land.</p>
