Проведение земельной реформы 90-х годов обусловило создание на общероссийском уровне специального органа земельного управления - Государственного комитета РСФСР по земельной реформе (Госкомзем РСФСР), осуществлявшего организационные, контрольные, информационные и консультационные функции по проведению реформы. Базой для создания этого принципиально нового органа вневедомственного управления стала землеустроительная служба Минсельхоза РСФСР и управлений (отделов), занимавшихся вопросами землепользования в административно-территориальных образованиях разных уровней. Также в ведение нового органа были переданы унитарные предприятия и организации по землеустройству, кадастру и мониторингу земель, аэрофотогеодезическим изысканиям.
