The development and adjustment of a master plan involve processing a considerable amount of heterogeneous spatial information, including data from the Unified State Register of Real Estate, territorial and urban zoning documents, information on existing development, engineering and transport infrastructure, and zones with special land-use conditions. As the digital information base expands, the analytical work of planners becomes more complicated, since it requires not only collecting data but also identifying relationships, restrictions, and contradictions between different datasets. The purpose of the study is to determine the role of artificial intelligence technologies in the development and adjustment of master plans and to propose a model for their integration into urban planning analysis. The methodological framework combines systems and comparative analysis, cadastral interpretation and spatial data comparison, as well as an analysis of Russian and international research in digital urban planning and GeoAI. The study identifies preliminary territorial classification, detection of spatial inconsistencies, land-use change analysis, identification of territorial reserves, and scenario modelling as the most relevant areas for artificial intelligence application. A sequential model is proposed in which intelligent analysis is performed after the spatial database has been created and verified but before the final planning decision is selected by experts. Within this approach, artificial intelligence does not replace the specialist but reduces routine data processing and helps identify areas requiring in-depth analysis at an earlier stage. The results can be used to develop digital tools for information and analytical support of territorial planning.
