Transition to electronic biddings through the specialized information portal promotes introduction of modern methods of corporate management and strengthening of a role of shareholders in strategic management of the enterprises. The method of decrease in initial cost for determination of the optimum price of goods (service) for the mutually advantageous potential supplier and the contractor is used. The comparative analysis is carried out and the rational method for increase in effective management of expenses in a railway complex to the Republic of Uzbekistan is chosen. Now in the conditions of the unstable and difficult predicted economy it is impossible to present application of the advanced methods without modern information technologies. In this context creation and improvement of system of electronic procurement becomes an important factor of increase in effective management of expenses of a railway complex of the Republic of Uzbekistan.
