B статье рассматривается существующая сегодня система управления земельным фондом страны, которая сопровождается серьезными диспропорциями и негативными явлениями в распределении и использовании земельных ресурсов, становлении рынка земли и его инфраструктуры, деградацией почв, существенным недопроизводством продукции в аграрном секторе, незаконным захватом и спекуляцией земельными участками.
