Земельные платежи, являются одним из основных показателей экономической эффективности управления земельными ресурсами, в т.ч. и городских округов. На основе корреляционно-регрессионного анализа было установлено, что размер земельных платежей находится во взаимосвязи с количеством сделок с землей, возможными участниками земельных отношений, кадастровой стоимостью земельных участков и т.д. Для повышения эффективности управления земельными ресурсами (на примере городских округов Республики Башкортостан), в т.ч. и увеличения поступления земельных платежей, предложен План мероприятий («Дорожная карта») по повышению экономической эффективности управления земельными ресурсами городских округов Республики Башкортостан. Данный план выстроен с учетом необходимых затрат для выполнения мероприятий по управлению земельными ресурсами и возможными доходами от их выполнения. План также включает в себя мероприятия, направленные на улучшение социальных и экологических показателей управления земельными ресурсами. Реализация мероприятий плана позволит пополнить бюджет городских округов на 5 000,00 млн. рублей (из возможных объемов соответствует минимальному). В настоящее время коэффициент эффективности системы управления земельными ресурсами городских округов Республики Башкортостан (как отношение фактического значения земельных платежей к расчетному значению) составляет 0,6. Выполнение мероприятий «Дорожной карты» будет способствовать приближению коэффициента эффективности к более высокому значению.

This plan is built taking into account the necessary costs for implementation activities on land administration and revenue potential from their implementation. The plan also includes activities aimed at improving social and environmental performance of land administration. The implementation of the action plan will allow to replenish the budget of urban districts in 5 000,00 million rubles (possible volume corresponds to the minimum). Currently, the coefficient of efficiency of land administration of city districts of the Republic of Bashkortostan (as a ratio of the actual value of the land payments to the calculated value) is 0.6. Implementation of the Road map will contribute to the approximation of the effectiveness factor to a higher value.
