Агропромышленный комплекс страны имеет огромный потенциал развития сельскохозяйственного производства при условии обеспечения рационального, научно обоснованного землепользования, направленного на сохранение, поддержание и приумножение главного земельного богатства - почвенного плодородия. Россия располагает 9% всех продуктивных земель планеты, в то же время на ее территории производится лишь около 2% мирового объема сельскохозяйственной продукции. Площадь земель сельскохозяйственного назначения составляет 383,7 млн га (22,4% земельного фонда Российской Федерации). Площадь пашни за 25 лет сократилась с 132,3 до 115,1 млн га. Устойчивое социально-экономическое развитие России без рационального и эффективного использования земель, используемых для ведения сельского хозяйства, невозможно. Они выступают ключевым фактором обеспечения продовольственной безопасности как одной из главных составляющих национальной безопасности страны, поступательного роста и развития экономики, а также являются сферой существования и средством повышения качества жизни значительной части населения страны. Отсюда следуют главные цели и задачи эффективного использования таких земель: необходимость сохранения и рационального, эффективного использования сельскохозяйственных угодий и агроландшафтов, создание условий для увеличения объемов производства высококачественной и экологичной сельскохозяйственной продукции при условии сохранения плодородия почв, соблюдения требований в области охраны окружающей среды. При анализе тенденций и проблем развития земельного законодательства использовались материалы парламентских слушание и круглых столов, проведенных в Государственной Думе ФС РФ в 2017-2018 гг.
