The article presents a systematization of the conceptual framework of the general theory of security (GTS) as a universal scientific discipline. The evolution from sectoral approaches to an integrative theory unifying the achievements of various scientific schools is demonstrated. A conceptual framework of 30 interrelated categories forming a logically consistent system has been developed. Original concepts of quasi-interest and balance of interests are introduced; a probabilistic criterion for distinguishing danger from threat is proposed. A concise proof of the fundamental law of the general theory of security is presented at philosophical, logical, empirical, and practical levels. The security paradox and a new paradigm of security provision through threat optimization are substantiated. The developed system of concepts creates a theoretical foundation for the advancement of national, economic, informational, environmental, and other types of security.
