During the work was the analysis of the Russian refining sector in the period 2012-2016. The analysis considered the indicators characterizing the industry as the volume of oil refining depth of oil processing, cash receipts in the budget of the Russian Federation from the oil-refining sector, the level of oil exports from Russia, as well as the number of refineries. The analysis identified the main characteristics of the sector of oil refining in Russia, such as high dependence of the level of refining from global trends, obsolete equipment for recycling oil, low depth of oil refining, the high dependence of development of oil refineries from compliance with the terms of the modernization of enterprises, etc. The obtained results are theoretically meaningful to refiners, as they reflect areas of risk that need special control, and can also be used in integrated assessment of business risks and development of risk management system.
