This article discusses the theoretical aspects of evaluating the development of a system of measures for the sustainable development of the Lower Volga basin. The research topic is relevant because the ecological platform for the development of the Lower Volga basin of the Russian Federation ensures the strategic functioning and stability of territorial development in the international arena. The purpose of the study is to study the functioning of project management for the sustainable development of territories, taking into account environmental issues, namely, building a socially adapted society with the allocation of public funds to improve the environmental situation. Proactive budgeting as one of the types of financial institutions in the modern world is gaining relevance, as it allows to improve the environmental aspects of the Lower Volga basin.
