FACTORS OF FORMATION OF TRANSPORT AND LOGISTICS POTENTIAL OF THE MAIN PORTS OF THE FAR EAST

Abstract (English):
The relevance of the conducted study is due to the turn of trade and economic relations of Russia to the East and the search for ways to improve the efficiency of its Pacific ports. One of the means of this process is the analysis of factors that facilitate or hinder their functioning. The purpose of the publication is to compile a factor characteristic of the main ports of the Far East. Hence the tasks: 1) to determine the factors influencing the state of the transport and logistics potential of these objects 2) to give point estimates of the indicators that make up these factors in relation to each of the ports 3) to identify on this basis groups of ports with different factor-determined transport and logistics potential. When writing the article, materials from monographs and thematic publications in scientific periodicals, selected statistical data were used. The following methods were used: statistical, industry analysis, qualitative and quantitative systematization. A number of factors and their constituent indicators influencing the state of the transport and logistics potential of ports were considered. This influence was assessed on a scale from 0 to 3 points. The analysis of the scores allowed us to identify the physical-geographical, transport-geographical, and natural-resource factors as the main ones (more than 60 points were scored). The material-technical and socio-educational factors lagged noticeably behind them, scoring 38 and 27 points, respectively. This is a serious problem, since the deficiencies in the equipment of the ports and the shortage of personnel hinder their development. Based on the factor assessments, four groups of ports were identified. The first is Greater Vladivostok, which has the most favorable combination of factors. The second group consists of ports with an insufficient level of material and technical support, the third - ports with a narrow specialization. A separate group is represented by the port of Anadyr, the development of which is complicated by extreme natural and climatic conditions.
