This article examines the causes of land use conflicts arising from the overlap of rural settlement boundaries with forest lands and assesses mechanisms for their resolution. Using the Tyumen Region as an example, a combination of methods is applied: a comparative geographic analysis of data from the Unified State Register of Real Estate (USRRE) and the State Forest Register (SFR), a cartographic analysis of the overlaps, and statistical data processing. It is established that the key cause of the conflicts is the historically established organizational differences between the two independent registration systems, exacerbated by the lack of mandatory approval procedures. Systemic discrepancies in area are identified, and typical situations where settlement boundaries overlap are analyzed. It is shown that Federal Law No. 280-FZ («Forest Amnesty») is a necessary, but still insufficient, tool for addressing the root cause – the disunity between the registers. A scheme for interaction between Rosreestr and forestry authorities aimed at synchronizing data is developed and visualized. The practical significance of this work lies in its proposal of specific measures for the priority cadastral registration of the boundaries of municipalities and forestry areas, which is a prerequisite for sustainable land management and the prevention of similar conflicts in the future.
