Abstract (English):
The article discusses the role of skills development for the state and municipal government. Special mechanisms in the formation of competence of state and municipal employees stands hearing training programs. Based on the analysis of the normative literature hypothesis imposed the need to create training institutes at state educational institutions. The results of the implementation of educational programs, training of this professional group at the University of example.
